Jennifer Morris
Jenn Morris focuses her practice on national security law, cybersecurity law and government contracts.
She assists clients with government contracts & related regulatory compliance, technology transactions, MSP risk mitigation, cyber-security risk mitigation & investigations, managing cyber data breach events, conducting compliance investigations & audits, and helping clients drive growth while mitigating risk.
Jenn’s clients benefit from the unique 360° perspective she brings from prior U.S. Government civilian, military, and commercial industry leadership positions. In addition to significant experience in private practice with nationally recognized firms, Jenn served as a Senior Associate General Counsel in the Department of the Navy’s Office of General Counsel, as an officer in the U.S. Army Reserves Judge Advocate General (JAG) Corps, as an Honors Attorney with the Central Intelligence Agency, and as General Counsel / Deputy General Counsel at both large and small businesses.
With over 24 years of experience practicing in the Washington D.C. area, including more than 15 years in-house with commercial companies such as Northrop Grumman, IBM, and McKinsey & Company, Jenn has a nuanced understanding of the field and strong business acumen to complement her legal practice. This enables Jenn to work with clients as an integrated business partner, offering practical business solutions to mitigate risk and navigate complex procurement rules within the Department of Defense (DoD) and Intelligence Community (IC). Jenn has maintained an active high level security clearance since 1998.

Erika Reagan
Erika Reagan serves as Of Counsel to Capstone Law Solutions, bringing over a decade of civil litigation experience to support the firm’s government contracts and regulatory compliance practice. She represents nationally recognized insurance carriers in litigation and provides specialized counseling on compliance and risk management, particularly in the context of automobile insurance claims.
Erika diverse litigation background spans both plaintiff and defense roles at several Florida-based law firms prior to launching her own practice. She has overseen thousands of cases through every phase of litigation and has trained and mentored attorneys on litigation strategy as well as evolving statutory and regulatory issues affecting the insurance industry. Erika offers deep expertise in contract enforcement, dispute resolution, and legal risk assessment. Clients value her strategic mindset, clear communication, and ability to provide practical, business-focused guidance in highly regulated environments.

Janie Sullivan
Janie Sullivan brings more than a decade of experience leading federal contracting, acquisition strategy, and supply-chain risk mitigation for complex defense and national security portfolios. She most recently served as Chief of Contract Integration Operations for U.S. Special Operations Command (USSOCOM), where she managed contract governance for a $29 billion enterprise portfolio.
At Capstone Law Solutions, Ms. Sullivan serves as Director of Contracts, advising clients on federal acquisition strategy, contract formation and administration, compliance, and supply-chain risk across the defense and national security sectors.
Ms. Sullivan’s experience spans the full spectrum of the government contracting lifecycle. She brings deep expertise across all phases of acquisition, including requirements development, acquisition strategy (competitive and sole source), requests for proposal, contract award, contract administration, and closeout. She is also well versed in bid protests, requests for equitable adjustment, claims, and other mechanisms critical to protecting contractor interests.
A U.S. Air Force veteran, Ms. Sullivan formerly held Unlimited Contracting Officer Warrants for both the U.S. Air Force and USSOCOM. She has partnered with Army, Navy, Marine Corps, Space Force, and Coast Guard contracting organizations to execute contract actions across all facets of the Department of Defense. Her experience includes enterprise IT and SaaS, emerging technologies, aviation (fixed-wing and UAS), space launch, services, construction, contingency operations, and special programs.
Ms. Sullivan is a recipient of the Department of Defense’s “Ginman” Contingency Contracting Officer of the Year Award for her work supporting Special Operations in Afghanistan. She is also a recipient of the U.S. Air Force Academy Dean of Faculty’s “Sijan” Leadership Award, recognizing excellence in organizational leadership.
She brings a comprehensive inside-government perspective that supports Capstone Law’s clients in navigating federal acquisition frameworks, managing contractual risk, and executing compliant, competitive contracting strategies.
